Support for service providers - the Point of Single Contact in the Landratsamt Enzkreis

On January 1st, 2010, the Point of Single Contact (German: Einheitlicher Ansprechpartner, EA) in the Landratsamt Enzkreis started working. He offers help and support “from one hand” to any service provider both from Germany and from abroad.

With this the Enzkreis fulfils the directive on services in the internal market.

The directive intends to have an EA in every county. Via this Pont every procedure and formality can be managed that is necessary to start and practise a business in the services sector. Service providers from inside and outside of Germany can now get extensive information and consulting; they can get done the whole administrative procedures to start and practise a services business. The EA receives all necessary formal matters and papers and passes them to the offices in charge.

The government of Baden-Württemberg has decided that by law the chambers of commerce will be the central Points of single contact. They have already been responsible for several proceedings in which the EA will give support now. Counties have special knowledge for example in support of the economy and thus in consulting and in managing official permit processes. EA on the level of the local authorities are very effective because they are usually part of the same office.

Via the EA service providers can manage information requests, processes and formal proceedings. The EA is a guide, a mediator and a coordinator.

The Enzkreis co-operates with the chambers of commerce, the city of Pforzheim and the municipalities in the Enzkreis.

Please note:

1. The competence for authorizations and other administrative processes remains in the relevant office.

2. Certain fields are excluded from the directive on services in the internal market , for example taxation, labour jurisdiction and work protection.

3. Also some services are excluded:
- non-economical services
- financial, bank and credit services
- transport
- subcontracted labour
- executive authority
- social services
- private security services
- notaries and bailiffs

4. There is a so-called permit fiction which means that usually your request is automatically considered as approved within 3 months if you didn’t get a know until then – under the condition that all necessary papers are completely present.
